I know that sounds almost embarrassingly simple compared to the detailed logistics frameworks emergency managers love to build. But the evidence keeps pointing in the same direction, and I think we need to talk about it honestly.

Sociologist Eric Klinenberg spent years examining who survived and who didn't. His findings were striking: neighborhood social fabric predicted mortality more reliably than age, income, or access to air conditioning.

Neighborhoods where people knew each other — where residents checked in on elderly people, where doors stayed open, where block clubs existed — saw dramatically lower death rates than equally poor neighborhoods where residents were isolated from one another.

The Key Finding

Social cohesion isn't a soft feel-good metric. It's a measurable protective factor in disaster survival — one that outperforms material preparedness in multiple documented events.

This pattern shows up repeatedly. After Hurricane Katrina, researchers at Louisiana State University Health Sciences Center found that informal social networks drove much of the early rescue work in neighborhoods where official response was delayed. People who knew their neighbors helped evacuate them. People who didn't, often couldn't.

The Federal Emergency Management Agency's own community preparedness guidance acknowledges this, though it tends to get buried under the supply checklists. FEMA explicitly notes that communities with stronger social ties recover faster and more completely from disasters of all kinds.

Why We Keep Ignoring It

Here's my honest opinion: individual preparedness is easier to sell than community preparedness. You can put it in a checklist. You can sell it in a kit. You can measure it in gallons of water per person. Community cohesion is fuzzier, harder to quantify, and it requires — let's be real — actual human interaction, which a lot of us would prefer to avoid.

There's also a cultural piece at work. American emergency preparedness culture has leaned heavily into self-reliance framing since at least the Cold War-era civil defense movement. The message has consistently been: be prepared to take care of yourself and your household. That's not wrong, exactly, but it's incomplete in a way that costs lives.

Emergency management as a profession has started catching up to this. University-based disaster research programs, including work out of the Natural Hazards Center at the University of Colorado Boulder, have pushed the field toward what researchers call "community resilience" frameworks — approaches that treat social infrastructure as seriously as physical infrastructure.

But that shift is slow. And in the meantime, most public-facing preparedness advice still leads with the go-bag.

What "Knowing Your Neighbors" Actually Means in Practice

I'm not suggesting you need to become best friends with every household on your street. The bar for disaster-relevant social connection is genuinely pretty low — and that's the good news.

Research suggests that what matters is knowing enough about the people near you to notice when something is off. Do you know whether an elderly person lives alone two doors down? Would you recognize if their lights hadn't been on for three days? Would they recognize the same about you?

Practical Starting Points

Exchange contact info with two or three households. Know who near you has mobility limitations or medical equipment that requires power. Identify which neighbors have trucks, tools, or skills that might matter in an emergency. That's it — that's the foundation.

The formal version of this is what CERT programs try to build — trained community teams with structured roles and responsibilities. Those are genuinely valuable. But even an informal version of neighborhood awareness creates meaningful protective capacity.

Some communities have taken this further with organized neighborhood resilience networks — informal groups that share resources, do wellness checks after severe weather events, and maintain group communication channels. The effort to set one up is low; the payoff when something goes wrong can be enormous.

Where Official Systems Fall Short

I want to be fair here — official emergency management systems do critical work that informal networks can't replace. Coordination at scale, resource logistics, professional search and rescue: these require institutional capacity. I'm not arguing against official preparedness.

What I am arguing is that official systems have predictable failure points. Communication infrastructure goes down. Resource deployment is slow. Staff shortages materialize at exactly the wrong moment. These aren't failures of intent; they're the inevitable constraints of managing large-scale chaos.

Informal neighborhood networks fill the gap in that first critical window — the hours and sometimes days before official response reaches your block. That's the window where the research consistently shows social connection matters most. It's also the window where no amount of planning documents saves you if no one knows you need help.

The two systems aren't competing. They're complementary. But we've over-invested in building one and dramatically under-invested in the other.

The Practical Bottom Line

Stock your supplies. Make your family emergency plan. Those things matter. And then do the thing that probably feels more uncomfortable: introduce yourself to the people on your street. Find out if anyone near you has needs that would make evacuation or sheltering harder. Share a phone number.

It's an awkward five minutes that could, someday, be the difference between a crisis you navigate and one that breaks you. The research isn't subtle about this. Social ties are survival infrastructure. We just haven't built our preparedness culture around that truth yet.
